The spring of 2009 brought record flooding of the Red River in Hendrum, MN. Significant emergency measures, including emergency levees and sandbagging, were completed by the City of Hendrum and hundreds of volunteers. Following this historic event, the City and the Wild Rice Watershed District began the process of bringing permanent protection to the residents of Hendrum.
Hendrum Flood Control Levee Improvement Project
Background
The City of Hendrum experienced record flood levels during the spring of 2009. This resulted in the need for significant emergency measures (i.e., emergency levees, sandbagging, etc.) to be completed by the City of Hendrum, US Army Corps of Engineers (USACE), and hundreds of volunteers.
Following the 2009 Red River Flood, Houston Engineering, Inc. (HEI) worked directly with the City to assist in the development of a conceptual plan and cost estimate to provide improved permanent flood protection. HEI assisted in preparation of funding applications and was instrumental in obtaining final design, land acquisition, and construction funding from the State of Minnesota Flood Hazard Mitigation Program. Final design was completed and construction contracts awarded in the fall of 2010.
The Project
The project involved construction of earthen flood control levees around all four sides of the City. This project will provide permanent flood protection to the 100-year flood plus FEMA-accepted freeboard to minimize future flooding impacts. The project will also include internal drainage and storage improvements, stormwater lift station, closure structures, roadway and utility modifications, bypass channel, emergency closures, and necessary land acquisition. The project was funded by the State of Minnesota and the City of Hendrum at a cost of approximately $2 million.
HEI’s role was comprehensive in nature, and involved completing the conceptual planning, preliminary and final designs, negotiations with property owners, grant applications, fiscal management, public outreach, assessment determination, project scheduling, contracting, construction observation, operation and maintenance plan development, and overall project management. The project was designed to meet both USACE and FEMA standards.
The FEMA Letter of Map Revision was approved in 2021 and the city was officially declared out of the 100-year floodplain. Learn more about this project in our StoryMap.
