
Modernizing Legacy Workflows Through GIS Tools for the Fond Du Lac Band

Background
The Fond du Lac geospatial team manages Tribal land records and spatial data that are central to the community’s resource management and administrative operations. Historically, these workflows were supported by a suite of custom tools built for the legacy ArcMap environment. In June 2023, HEI was engaged to design, develop, and deliver a custom ArcGIS Pro add-in toolbar. This effort went beyond a simple migration; it involved a comprehensive re-engineering of five core tools, leveraging the ArcGIS Pro SDK for .NET to provide a more stable, integrated, and user-friendly experience for the in-house geospatial staff.
The Project
The centerpiece of this effort is a comprehensive ArcGIS Pro add-in consisting of five distinct toolsets tailored to specific data management needs:
- Trust Asset Accounting Management System (TAAMS) Data Loader and Reporter
- Fractionated Ownership Calculator
- FDL Lease Tool
- Parcel Data Loader
- Multiple Area Tool
The TAAMS Data Loader and Reporter serves as the primary gateway for financial data, automating the loading and formatting of assessed values directly from assessor files. To address the complexities of land tenure, the Fractionated Ownership Calculator provides a mathematical engine to determine precise ownership stakes when multiple individuals hold interests in a single parcel.
The FDL Lease Tool manages spatial boundaries and provides a streamlined, centralized interface for maintaining the integrity of lease data. This tool allows staff to edit, add, and delete polygon features across current, historic, and potential lease categories within a single workflow. Data synchronization is further bolstered by the Parcel Data Loader, a utility that parses external RTF files to compare and update parcel attributes against existing database records, ensuring the master parcel layer contains the latest data.
Finally, the Multiple Area Tool provides spatial accuracy by updating polygon fields with geodesic measurements and converting point coordinates into degrees, minutes, and seconds notation, providing a rigorous standard for the team’s geographic reporting.
