Arista Development engaged Houston Engineering, Inc. (HEI) to plat, design the infrastructure, construction stake, and observe the Bluffs Addition project. Located south of 37th Avenue South in Minot, the development overlooks First Larson Coulee that is now home to the new Minot Country Club Golf Course
The area was platted and developed in two phases. Construction began in the summer of 2013 and was completed in early 2015. Approximately 200 single-family or twin homes were built in addition to apartments and a clubhouse. Construction costs totaled more than $6 million in utilities, streets, and lights.
HEI also obtained asements to realign a major electrical line. HEI completed a stormwater management plan (SWMP), which included designs for water quality and stormwater storage. The SWMP was integrated into an Operational Maintenance Agreement. Because this was funded by the owner, there were no special assessments.
