HEI Welcomes Colleen Horihan to the Water Resources Team

Welcome, Colleen!

HEI welcomes Colleen Horihan, PE, Certified Floodplain Manager (CFM), to our Omaha, NE, office as a Senior Project Manager on the water resources – surface water and modeling team. With more than 30 years of experience in water resources engineering, Colleen has led complex surface water management, flood risk management, and floodplain management projects throughout Nebraska and the surrounding region, helping communities manage surface water and reduce flood risk.

Colleen’s expertise includes hydrologic and hydraulic (H&H) modeling and analysis, floodplain management, levee system evaluation and rehabilitation, water infrastructure planning, and stakeholder engagement. She develops effective, sustainable water management solutions that address regulatory requirements while supporting long-term community needs.

Throughout her career, Colleen has provided technical leadership on multidisciplinary projects to support public sector clients in strengthening their flood protection and improving surface water management. Her collaborative approach and extensive experience help project teams deliver practical solutions to complex water resources challenges.

As we continue to expand our water resources expertise across the region, Colleen’s leadership and technical knowledge will help clients and communities address evolving flood risks and infrastructure needs. We are excited to welcome her to the team and look forward to the impact she will make for our clients throughout Nebraska and beyond.

What drew you to HEI, and what excites you most about joining our team?
HEI values collaboration and partnership. My professional career has revolved around these very important aspects of designing and constructing successful projects. HEI has very interesting projects that align with my background in water resources.

What do you enjoy doing outside of work?
Camping, attending pro volleyball games, and traveling.

If you could travel anywhere in the world, where would you go and why?
Ireland to meet my relatives.

What’s your favorite snack?
Popcorn.

What’s your favorite way to relax and unwind after a busy day?
Cook dinner and watch TV.

Green tea.
