The Fillin’ Station Phase I Environmental Site Assessment

Overview

Background

City of Hudson applied for an application for assessment assistance to the Brownfields Program of the South Dakota Department of Environment and Natural Resources (DENR) for The Fillin’ Station for economic development. The site has been a gasoline filling and automobile service station since the 1940s and had formerly contained a leaking underground storage tank. Reportedly, the tank had been removed and the project file closed several decades ago.

The current owner was considering sale or closure of the property. Due to the importance of the business to the wellbeing and connectiveness of the Hudson community, City leaders were concerned that the potential loss of the facility to closure would adversely impact the residents and businesses in the community.

The Project

DENR selected Houston Engineering, Inc. (HEI) to perform a Brownfields Phase I Environmental Site Assessment (ESA) to provide information on the presence of recognized environmental conditions (RECs). This meant identifying the presence or likely presence of any hazardous substances or petroleum products in, on, or at a property (1) due to any release to the environment;
(2) under conditions indicative of a release to the environment; or (3) under conditions that pose a material threat of a future release to the environment.

HEI determined that RECs were present from historical and current activities at the property and could impose an environmental liability on the owners, reducing the value of the site or restricting the use or marketability of the site.

The Phase I ESA included the following:
• Review of previous ESAs
• Review of records
• Interviews with regulatory officials and personnel associated with the property and adjoining properties
• A site reconnaissance
• Evaluation of information and preparation of the ESA report
