Lincoln County, SD, has been awarded funding through the Safe Streets for All (SS4A) program to develop a comprehensive safety action plan and retained Houston Engineering, Inc. (HEI) to develop the plan. This initiative presents a unique opportunity to enhance transportation safety, prevent injuries, and save lives across Lincoln County highways. The project goal is to create a countywide safety plan that addresses broader safety concerns and establishes clear objectives for Lincoln County.
Public engagement and collaboration are crucial to the planning process. Engagement activities are conducted early and at key junctures throughout the project to include diverse perspectives and insights, identify risks not apparent in the data, provide concurrence for proposed solutions, and define a technically and culturally appropriate framework for future consultation.
HEI utilized Social Point, an online engagement tool, to reach a greater number of community members, educate them about the project, and allow them to participate in public engagement activities in a time and place convenient and comfortable to them. The safety analysis utilizes five years of crash data (2020-2024) collected by local law enforcement agencies using the South Dakota Crash Report form, along with roadway and land use data. This comprehensive analysis will identify key crash patterns and trends and inform policy, infrastructure, and programming of transportation safety improvements.
The action plan will outline specific strategies to address safety challenges and goals in Lincoln County. It will recommend activities such as engineering standards, new infrastructure, or policy changes and metrics to measure progress in implementation efforts.
The Lincoln County SS4A Comprehensive Action Plan aligns with the US Department of Transportation’s Safe System Approach, emphasizing the unacceptability of deaths and serious injuries, shared responsibility among stakeholders, and the importance of proactive safety measures. Through this approach, HEI strives to create multiple layers of protection to reduce risks and mitigate harm on all roadways.
