
Hogue Island Bank Stabilization Project: 950 Feet of Protection

Background:
The Hogue Island Bank Stabilization project in Bismarck, ND, designed and construction managed by HEI, aimed to address severe erosion along the Missouri River. This erosion damaged four USACE federally constructed hardpoints, one structure, and eight residential properties, with the erosion extending 20-40 feet into their lots.
The Project:
HEI secured emergency federal, and state permits then designed stabilization measures, including rock riprap, to restore the hardpoints and stabilize 950 linear feet of bankline. The project involved extensive coordination with federal, state, and local agencies. Funding for the residential stabilization was secured through a special assessment district. Funding to rehabilitate the federal revetments was a shared cost with the ND State Water Commission, pursuant to a 1970’s Operations and Maintenance agreement. The project was completed on time and within budget, and significantly reduces erosion risks and provides protection to the residential properties and federally constructed revetments.
