Stormwater Management Grant Review Assistance

The Rice Creek Watershed District (RCWD) has annually implemented a Stormwater Management Grant Program to assist cities, counties, school districts, libraries and other public and private entities with implementation of their stormwater management projects. This funding is intended for projects that provide stormwater quality treatment, runoff volume reductions, peak runoff rate control and/or reductions in groundwater usage. Houston Engineering, Inc. (HEI) assists the RCWD with the program by providing an independent technical review of applications. This review is intended to verify that stated outcomes in the applications are reasonable/likely, and evaluate the alignment of each proposed project with the RCWD’s goals and policies. Some of the factors evaluated include:

  • Prioritization within existing plans;
  • Targeting of critical water resource concerns;
  • Measurable outcomes;
  • Cost effectiveness;
  • Project Readiness; and
  • Community Engagement Activities.

  • HEI’s long history of serving the RCWD and this program provides critical perspective in comparing the alignment of proposed projects to the RCWD’s goals and policies
  • As this is a competitive grant program, objectivity and consistency is critical. HEI has developed a scoring matrix that removes biases and enables comparative evaluation of the projects based on their own merits.
